范子英，上海财经大学公共经济与管理学院教授、博士生导师，国家级人才计划特聘教授、上海市曙光学者。主要研究领域为财税理论与政策，在American Economic Review、《中国社会科学》、《经济研究》、《管理世界》、《经济学》（季刊）等国内外权威期刊发表学术论文70余篇，研究成果多次获得教育部和上海市的科研奖项。主持国家社科重大招标项目、国家自然科学基金项目、国家重点研发计划，以及教育部、财政部和上海市等三十余项科研项目。
报告摘要：
The input VAT credits carryovers (IVCC), which cannot be refunded before 2018, affect firms’ cash flow when the capital has been stuck in the input tax. This paper explores the distortions of IVCC using firm level data. We find that the firms with substantial IVCC seek ways to manage the output VAT recognition to minimize the cash flow lockup through related-party transactions (RPTs), and the financial constraint firms exhibit more RPTs to get their money back.
